If you (or your parents/in-laws) have a yard, then I suggest having a water party. Set up a slip and slide, a few sprinklers, a couple of kiddie pools, etc. Have a bunch of animals cut out of cardboard and painted (maybe even with your daughter's help) set up around the yard. Then you can have a lot of homemade games.
Fishing - You can either do this out of a cardboard box (with removeable lid) or in the children's pool) Get a dowel rod, tie a string to it, and tie a magnet to the end of the string. Have a bunch of plastic fish with magnets on them swimming in the pool. (Add weights so they stay under the water) Have them fish for the different colored fish. Number each fish and each number cooresponds with a prize.
You can also have music playing and just let them dance. Video tape it for memories later.
