I would say that the routine leading up to bed is most important.
Plan a few things that you will do every night with your toddler before it's time for bed.
For instance: bath time, brush teeth, then a book or story in bed, then hugs and kisses, then lights out. (Just an example)
If you are consistent and execute your routine every night at the same time, your toddler will more likely go down easier.
You should also avoid stimulation even before your bedtime routine starts. Don't let your toddler run around, yelling & getting excited- it will be more difficult to get them to settle for bed if they get worked up before.
Before my toddler takes her bath, we sit quietly in her room and play blocks or play tea or something where we can sit and play without too much noise.
