  • Not only cruel but dangerous. That is unreasonable for a 3 yr old.

  • Why the garage? What purpose is he trying to accomplish? It sounds like his expectations of his toddler are rather unreasonable if he thinks that punishment in a garage, that is usually not sufficiently insulated to be warm enough, full of dangerous tools and chemicals, and potentially visited by various rodents and other critters is warranted by anything that a 3 year old child could do.

I also don't understand what message he thinks he's sending her. Time-outs are intended to assist the child in thinking about their actions by themselves. The general rule is 1 minute per age, so for a 3 year old, it should be no more than3 minutes, otherwise they're going to forget why they're in time out in the first place.

As for cruel-- cruel implies an intent element. Is he intending to be mean, demeaning, or cause harm? If so, then yes, it's cruel. Otherwise, simply foolish and harmful.
