Our pediatric dentist said by the time they reach 3 they should start easing up on the finger sucking. If they don't do it on their own, you could consult the pediatrician or the dentist. Right now, being young, its not such a big deal, but once they are 3, they can have a better understanding and able to communicate things so you could be easier at stopping the finger sucking. My baby's 22 months and sucks on two fingers for comfort. Other than the skin issues it's causing, it's no real concern, either they'll stop on their own or you just keep removing their hands, keep their hands busy as a distraction or resort to odd ball tactics like my dad's idea for Tabasco sauce laced fingers....backfired, now my tot likes Tabasco sauce lol. G'luck to you.
