Does everyone know what a bubbler is (if you are from wisconsin, no answering!)

wondering if people from other parts of country know what it is
was in TX once and asked where bubbler was from an armed sucerty guard in the bank,
i swear he was close to going for his gun-lol, until i reworded it, he must have thought i was a loon
