What do you believe would work best given proper funding?

Prevention, punishment or rehabilitation. I am asking this in regards to society's problems.

  • Prevention....but nowadays personal responsibility has become passe, so lack of prevention, leads to punishments and maybe rehabilitation.

    It's like I discuss in my First Aid classes...ALL accidents can be prevented....but people have to adopt a safety-minded attitude!!
