After nearly a year of foot-dragging, the President's point man on offshore oil said last week his agency would soon be issuing new oil drilling permits. Hours later his boss, Interior Secretary Ken Salazar, slammed on the brakes, saying he would not cave to "political pressure" to grant new permits. Three days after that the administration flipped again by approving a single lone permit- from an enormous backlog-for a well that had already been drilled 13,000 ft prior to the moratorium.
