What does "means of control" mean?

The sentence is "Choose a means of control that does the least possible harm." This is in reference to an argumentative essay.

  • To me is says choose the means of control that will do the least amount of harm to a child, in other words will not harm him psychologically, or will not harm a rioting crowd, etc. I do not know the topic of the essay.
