You have to put it altogether.
Oil companies do not own those oil drilling platforms, they rent them.
petrobras needed oil platforms, therefore Obama bans drilling in the gulf. The platforms can't set there not working, they are losing money. Petrobras takes up the rent on all those non working platforms. Obama then lifts the ban, but does not give permits for all the other oil companies except Petrobras.
And to think they called Nixon a crook. Obama makes Nixon look pale in comparison.
