Is it a cookie or is it a candy?

Are you familiar with this dessert? You mix sugar, cocoa, butter and milk and bring to a boil for a while. You add peanut butter and oatmeal, and drop by spoonfuls on waxed paper. It hardens, you eat it. It is delicious.

I have always considered them candy (I won a ribbon at the fair for candy with them when I was in middle school). My SIL is unwavering in her belief they are cookies.

What do you think?
