Terrible mom spanks twins with down syndrome, is this illegal?

My neighbor have 7 year old twins with down syndrome, ( non verbal) and she spanks them for every little thing they do, form potty accidents out in public to just not covering there mouths when they cough. she did say that they have mental age of a 9 month old both of them. she said that she wont talk to them like there 9 months but she don't have to spank them. is this illegal to spank disable kids

  • It a lot of places, spanking is considered abuse for ANY child, but if a child is not mentally able to realize what they have done wrong, then spanking isn't the answer. You could try calling your local child protective services and asking them what the law is where you live and then take appropriate action if necessary.

  • Its not a nice thing to spank. no matter who the kids are. But it could be worse---has anyone read about the young in Iowa who CHAINED their two little boys to their beds and fed them only occasionally. The boys were 5 and 9. The 5 year old boy weighed 25 pounds. Is this worse than spanking? I THINK SO!!!!
    Anon, I find your post confusing.Grammatically incorrect, not clear and the meaning is muddled. Maybe you could rephrase? SHe won't talk to them because they are age 9 months and she don't have to spank them? See--that is confusing when you started out by asking if it was illegal for her to spank them.

  • I'd call CPS as well to do a welfare check. It SHOULD be illegal to spank a child like that- you wouldn't actually spank a 9 month old baby, right? So why spank them? So sad :(

  • As a mother of a Down's Syndrome child myself, this is morally wrong on so many levels. They probably don't even understand what they did wrong. The mother needs to be reminded that they are not like normal kids and she needs a course in patience. If she can't handle them, then she should at least ask for some help. It's not illegal to spank, but if it is done in public then there would definitely be some parents complaining. If she is a single parent I'm sure she is overwhelmed, but that still doesn't make it right. Why don't you offer to watch them sometime so she can get a break. Typically, they are very sweet children.

  • Not illegal to spank any child. She said they have the mental capacity of a 9 month old? What does she think she accomplishing? She needs parenting classes.
