Attaching rocks to cardboard

I'm making something for Bible School and am having trouble getting things to stick together.
I have to figure out how to get small light-weight pebbles/stones and small sticks to attach to cardboard.
I've tried Elmer's glue, hot glue and multi-purpose spray adhesive. The last one says that it can be a permanent bond and works with multiple surfaces. But it's not working.
Bible school starts the week after next and I'm not sure what to do.
PLEASE help if you can.

  • Gorilla glue--it will hold anything.
