Feeling like economy is chopping at my credentials

It's been a while since I've has a stable full-time job. Also, a lot of jobs in my area (and surrounding areas) seem to take advantage of people (exploiting them in a sense) because they know that people are desperate, full day's work in a 4hr short shift and so on. I really feel that I'm being weeded out because I've not been working continuously at one job. I really feel that this is a good reason to relocate.

Is giving an explanation of wanting to start fresh (with an honest resume) because of a suffering economy else where seem reasonable?
