  • Witches are people who practice Witchcraft - A Practice
Wiccans are people who are members of the Religion Wicca.

SOME Wiccans are also Witches, but not all.
And Witches can belong to ANY religion, or none at all.

  • So are there rules to both? Since being a witch isnt a religion does it go by whatever you want where wiccans have set rules?

  • There are rules in life period. We all know that every action has a reaction. We also know the laws of attraction. What we put out comes back to us. It is the same thing as saying 3 fold or 10 fold.

  • Wicca is a religion, and like any religion there is a general set of beliefs that is universal to all Wiccans. But like different denominations of Christianity different branches of Wicca have different beliefs, rules and so on. However a general belief in the "Rule of Three" is usually a norm in Wicca. The Rule of Three simply states that all we do returns 3 fold or 3 times.

As for "rules for witches" no, there aren't any. Witches can come from any path and any religious belief system, so the rules they would have would vary just as much as their beliefs and "rules" as their backgrounds do. Most new age witches believe in the Law of Attraction or some similar idea. But this is a newer idea than witchcraft is and not everyone adheres to it.
