Routine. Give him/her a bath, put on jammies, brush their teeth, put them in bed read a book, and turn the lights off. If they get up, tell them nicely that it's bed time and put them back in their bed. The routine gets them ready to sleep every night, it might take a week or two for them to catch on. Good luck. I give my kids warm milk before bed too, idk if that helps them sleep or not, but it's part of their routine.
