I have one of those wallpaper perforators and I hated it. I found that I was able to pull off the top layer, the part with the pattern on it, fairly easily, then I just used water to get the paper layer wet and it peeled off really easily. The real trick is to get the water or whatever you are using (I've heard water and fabric softener before, but never water and ammonia - that would stink) beyond the patterned part, which is often washable or water resistant. Then you have to clean the wall really well before you can paint or whatever. The people who had my house before us smoked and it really smelled when I was removing the wallpaper, ugh, so stinky!
