My neighbor neglects his dog. What should I do?

I live in a rather small duplex. My neighbour has a large black lab that he keeps shut into his utility room all day (for about 10 hours). I know this because I can hear the dog barking through my walls all day long. He only lets the dog out for a few minutes when he gets home to go potty. He never takes her (Lucy) for a walk and puts her on a shock collar when he does allow her to be outside. In the entire 4 months he has lived by us, i have only seen the dog outside for more than a few minutes twice. I don't know what i should do- I just feel really bad for this doggy!

  • Honestly I'd call the local animal control. They'll come and investigate and most likely take the dog. It's whats best for the dog.

  • yeah, I'd just feel so bad- and i'd feel like he'd know it was me who told on him. I feel really bad for the dog though- its a bad situation all around.

  • If animal control comes and investigates and takes the dog away he will be euthanized if he is not adopted in 3 days. You want the dog killed?

  • Would your life be better being locked in a room for 10 hours without a bathroom? or would you rather be euthanized Anon 1048PM? Me personally I would take my chances at getting adopted out to someone who will take care of me. Not all dogs don't get euthanized. It's absurd to think that.

  • so don't call the pound, call the SPCA that will Definately do everything in their power to get it a home before thats even an option. do you want the dog to suffer and die in the situation he's in? You asked for our opinion, and thats the main opinion you're gonna get. you better act stupid if you Dont call and someone else does, becuase you knew about this and didn't do anything about it, that's just as bad as what the owner is doing in the SPCA's eyes.. oh and No I Dont want the dog killed.

  • A black lab has a good chance of being adopted, and they do not euthanize within 3 days, don't believe that for a second. Maybe some shelters do, but none that I've been to. Maybe you should ask him if he's able to take care of her, maybe fib that you know someone who is thinking of getting a black lab and you wanted to see how old the dog is or something. Maybe it will give you an idea of if he actually gives a damn about the dog. If he does say he'll let her go, take her to a black lab rescue, that would be the best thing! I guess that would be in an ideal world, so if not, call animal services!
