My kid came home from the library with condoms and pamphlets!?!!

I let my 14 year old DD and 10 year DS walk to the library just about every day . They have games, book reading and computers for the kids during the summer so it is a great safe place for them to be. But today they came home with condoms and pamphlets a lady from the health dept. gave them :( apparently it is national aids day so the health dept. people went up to every teen and gave them a talk about staying safe, where to go to get free condoms and to get checked for std's without having to tell their parents! Am I the only parent who finds this inappropriate ? I have had THE talk with my kids I don't need some stranger giving them this info! Would you be ok with this?

I think it is appropriate and important.  I've worked in a high school for 20 years and have found that parents are only aware of a fraction of their teen's life, especially around relationships and sex.  With information, young people can make educated (and hopefully safer) choices.  Condoms should not be stigmatized any more than feminine hygiene products as they are very necessary for one's health once young adults become sexually active.  Abstinence models have proven ineffective, and from a public health perspective are actually harmful when implemented large scale- with higher pregnancy and STD rates.  Trust that since you have raised your daughter according to your values, that she has developed good judgement to weigh the information she receives and act accordingly.
