I would not have one cause if i did not trust dd she would not have a phone.

i.didnt know how i felt about it although my kids are getting to the age of wanting a cellphone. i do like the first rule though

I agree with the person who says you don't trust them you do not give them a phone. Mine didn't have data etc.  They had calls and texting and no camera either.  Those are the best for teens really.  They never abused it though. 

No phone calls in the car or texting in the car so they cannot answer every minute or call you on demand.

safety is a big thing for me to so i agree with the no calls or texts while driving. my kids isnt teens yet but they are asking for a phone. i thought about getting them one only because when their with their father he more then sometimes dont answer and i need to know they are ok.

I think it's a good way to lay out expectations. It isn't about trust it's about them knowing exactly what is expected and exactly what the consequences are if they mess up. We have most of these rules. When they drive they are expected to put their phones in the glove box. Out of site out of mind. I don't freak out if they don't answer or call right back. If I didn't trust them they wouldn't be going where ever they are without me. I know they will call back as soon as they can.
