iron on vinyl to make own "pul"

Has anyone used iron on vinyl to make their own "pul" or waterproof fabric? I have a bit leftover from a previous project but I'm unsure if I could use it to make covers or AIOs.

Also, I've seen listings with descriptions like "pul lined" does that mean the print on the outside is cotton/minky (whatever) and the inner is a secondary layer that is pul? I'm sure that's a dumb question. I just want to make sure I'm understanding everything correctly :)

Pul still allows airflow and holds up to the constant washing. I don't think vinyl would be a good substitute, but that is just my opinion.

And yes pul lined means either a full seperate layer of pul or printed pul.

Eta: The vinyl would probably make a good wet bag.

Yeah, I think you would get some nasty rash because the fabric wouldn't breathe.
