Is there a reason ruffles are removable? Can i make a diaper with them that are permanent?

Maybe they are removable so there isn't so much bulk if you need "just" a diaper??? I would think you could make them permant. I have not made diapers so with ruffles so these are just my uneducated guesses.

I think it's for when you want to put pants on them. I don't see a reason why you couldn't make them perm. I've seen them that way too

They are removable so the diaper can still be used under clothing, especially in the winter. And also so the ruffles aren't subjected to the constant washing like the diapers are, that would be alot of wear and tear.
