Here are my notes from The Basement. This is just my personal experience, and like everything else in this game, it varies for every player.
The strategy of releasing the 'easier' of the pair first works well so that you aren't using up all of your expensive or hard-to-get ingredients. I had a very hard time with my last pair - the Purple Prego and the UnNew Mom. I had way more Yellow Pills than I did Flare Juice, so I kept sending up the UnNew Mom first, only to have her come back down. Then I kept running out of Flare Juice and had to keep going back to JV and wait for it to be dropped, while the UnNew Mom was up. It finally dawned on me to send the Purple Prego up only when the UnNew Mom was down, and it worked. If I would have sent the Purple Prego up first, I would have been done with this pair a lot faster.
I also decided after serving everyone a few times that it may be easier to just focus on the super-easy pairs first, and serve everyone else Black Coffee or Cinnamon Rolls or something. That way I knew which pair I was working on and I could cross them off of my list. This worked well for me, too, because then I knew who was gone, who was up and who was down.
For me, the Blabbin' Admin was my 'extra' and the Security Guard was part of a pair.
This list may help you determine how many of an ingredient you are going to need to stock-up on, too. Like I said, I totally flubbed the Flare Juice/Yellow Pill pair, so your requirements will probably be less.
You are also going to need all of the ingredients for the Quantum Leap to serve the Angry Queen at the end. And I am pretty sure you can serve the Grateful Superhero anything - I tried the Cafe du Latte and didn't have a Stardust and it was red because it was an orange recipe entry (I had to try, right?) but then I served her the Cinnamon Rolls and that worked. We learn as we go!

I think I finally found a pattern to the Hostages/escapees. I believe the hostages affect each other in pairs- so if you get both in a pair up they won't escape again... This happened several times with the same customers, enough for me to rule it out as just a coincidence. (but I could still be wrong...) Maybe this could help in some strategies...

*This has really helped me save the "hard to get" or expensive ingredients (Ie. Shards) until I have "had" to use them. (I did not use them until their "partner" was up/escaped.) Of course, it does not keep the other one you got rid of from coming back while you work on getting the harder/expensive one up. that is a LOT about LUCK still I think. I have not found any rhyme or reason yet why one goes up more readily or one comes down.
I am hoping to get #1 up b4 I run out of the Spoonful!! (but that Blues guy keeps getting re-captured & she is being stubborn about going up!! LOL)
