I'm pretty sure the Governor released him, but over 30 customers later i have not seen him!!! is he that rare or should i go back to MM and please that Governor again?

Some times it takes a while for the Mysterios to show up. You could recheck your journal. As it may take a while for the Governor to show up, and he does not always leave a drop. I had the same problem, but my checking my journal I was able to see that he had made the drop.
