The judge likes >> Plain Tea << Highlight in between the arrows.
You can get this by getting 5 pages from the MH Police officer and serving her the Page Platter recipe OR traveling to Percolate Park (you don't have to buy a store and if you don't have enough money to buy a store you can still travel there) and purchasing it there.
