(OKLAHOMA CITY, Okla.) June 6 - Disturbing details tonight about the number of complaints against a Tulsa daycare owner. A Commission Of Children and Youth report released tonight shows Vicki Chiles had eight abuse complaints lodged against her.  Some of those complaints include sexual abuse. Chiles is charged with the death of 2-year-old Joshua Minton last month. The report is 17 pages long and includes a new sexual abuse complaint that has come in since Joshua died. FOX23 has reported on some of the complaints included in this report before.  But tonight is the first time we've learned about the sexual abuse allegations. The report lists complaint after complaint at the daycare, dating as far back as April 2004. Allegations that a 4-year-old boy was spanked hard enough to leave bruises measuring 7 inches wide.  Investigators found the complaint to be true, yet the daycare was allowed to stay open. Three months later the report details that a 4-year-old girl claims she was sexually abused and claimed Chiles told her it was a secret.  That complaint was later found to unsubstantiated. But Janice Hendryx, whose office issued the report, says it doesn't mean the incident didn't happen.  “It can mean its uncertain, or not enough evidence to not make a finding.  Or not sure, but it doesn't rule it out.” And because of the seriousness of the complaints and the number of complaints, Hendryx says her office plans to do more than just issue this report.  “From this we do have concerns, we will be conducting an investigation and issuing a report that will make findings and recommendations.” Recommendations she hopes makes Oklahoma's child care system safer for everyone. The question many people are asking now is why did it take DHS so long to shut down the daycare. DHS says that it didn't have to wait for the D.A. to file charges against Chiles, but that's exactly what the reports says DHS worker's privately told investigators.
