I'm afraid I don't know Key Largo well enough to know whether any of them provide a children's program or babysitting services. The one time we went (with my 2-year-old in tow) we went with a friend and his wife. The friend dove with us; his wife doesn't dive and volunteered to watch our daughter for us. It worked out well.
The dive outfit we used the first time we dove Key Largo is Ocean Divers. It's a nice dive outfit, but the boats are pretty big, with lots of divers. At least it was when we went. I can't remember who we used the second time--when everyone on the boat were people from our dive shop.
If you do find a resort that provides child care or a children's program, please let us know! I know that we would LOVE to know--and probably use them next time we go! :-)
