Buy new. I can find better deals on new clothes than I can used. They do wear used, but those are usually given to me.

Mix of new and used. Things like socks and underwear are always new because of hygeine but for Jeans and shirts I find really nice, often expensive named brands like Aeropostle etc at yard sales for a couple of dollars. Kids out grow, stain/rip clothes pretty regularly so I don't see the point in always buying new. I have 2 girls in the same size too so anything we find gets double wear. lol

New. I buy on sale /clearance which is usually the same price as used clothing. I stock up off season for the next size.
