In what context? Around that age, I started introducing the difference between "I need" and "I want".
I agree with explaining the difference in want and need, but depending on his age and level of understanding you may just need to say no. I don't mince words. It's no. And when I do get them something I make sure they know that's a treat.
My kids get an allowance. So it they need something, I tell them to save them money and buy it.
