Under...cats can't pull the toilet paper down if the end is behind the roll, if you put it over then a cat can easily unroll your toilet paper. We plan on getting a cat so under.
Baby is now a elementary graduate, Grandson is a Kindergarten graduate and off today to see our granddaughter graduate from preschool what a long busy week.

Doesn't make a bit of difference to me as long as someone puts it on.
