It sounds like its not in America, if in brazil or south America ....... Maybe they do do that stuff.
Sadly I got a party dot on my arm too from my crappy alcoholic "mother" back in her party days.

So yes, that can be true but maybe it didn't happen in America. (I DON'T think any tattoo artist would put that much pain to a toddler in America.) else where, idk.

 I think ill pass on watching .. but surely if its in America then they can be caught ! I know that other countries do things like that with  no laws ..
