Help with gift values question!

The cousins gift exchange in my family is for $20-25. Do you think that is for the value of the toy or the price you pay?
For example, I am looking at the Elmo train set for my cousin's 2yo son. It is regularly $45 but on sale for $23. Would it be weird to get it?

I say that whatever the $ agreed upon is how much you can spend. It's not your fault you're a saavy shopper:)

I struggle with this too... But in my family it's usually what you pay, so I think you made the right call. :)
