I doubt they can use them, they are not part of the uniform regs.

This. I know my husbands unit couldn't use them even when it was -2.

My husband wore a shemagh (? is that what they call it?) ... the red and white scarf.

Yeah, they wear the tactical scarves. Not sure what kind the OP is thinking of knitting, though.
