Does it mean we won't have a refund if his income wasn't taxable??

I guess it depends if he was on non-taxable for the entire year. The way my hubs deployments worked out it was never 12 months over 1 single year so we actually got back MORE because it looked like we made way less and therefore were in a lower tax bracket.

Molimama is right. we actually got more back on deployment years than when he was home. Because so much is considered "non" taxable you will fall into a very low tax bracket.
