Maybe it is a city thing? We have CAPS (community/police partnerships), several neighborhood organizations, like park boards, community development, chamber of commerce.
No one regulates what houses should look like; we don't live a planned community.
They are people who live in the same area who have similar goals for their neighborhood (planting flowers on corners, having nightly walks to combat gang encroachment, etc.
