Oh, I went through this for a long time. I realized that my dh is a busy, on the go, always needs to be doing something type of guy. I have accepted this instead of continuing to fight about it and,getting nowhere.
I now make specific plans... "On Saturday can we take the kids to the park for a couple hours?" Or "On Sunday I am taking the kids swimming for an hour or two. They would love if you came with."
With this plan making, he plans around our plans and never says no. he wants to do stuff with us too, he just needs help with what to do. Try it.

Do things he likes to do. We've gOne fishing, to football games (high school and college), dd "helps" him build things, we have started bicycling together, etc.
