Hitting

How do you curb the hitting?  Marshall seems to enjoy hitting his older sister (he'll be 3 in April, sister is 6).  She doesn't antagonize him into it or anything.  She'll be sitting on the couch reading a book and he'll go up to her and just start hitting her.  I have tried "gentle hands" with him (catching him in mid hit and turning it into a petting motion), time outs, signing "stop" to him, about everything I can think of.  She is to the point she doesn't want to be around him anymore, which makes me sad because she is so helpful in his play and wants to help him learn sign language since he doesn't talk.

Any ideas?
