Beginners PECS ...helpful ideas for kids that just throw things lol

My son is very visual and nonverbal so I think that the PECS system would really help him point to things he wants but my issue is that he is barely two and loves throwing things so how do i keep it simple to introduce him to the idea? I have made labeled flashcards of pictures of his own items and people in his family. also pictures of food item that he likes for the fridge. if he only likes throwing things how do I get him to just focus on a few ? Which objects should I start with? Any ideas on organization?

At two, I got my son plastic balls from walmart - 100 of them for $2 and he could throw those. We threw them in baskets etc. Things he shouldn't throw, I took away and redirected.
Actually, the problem has started again at home :(

 First I would make sure they are laminated so they aren't destroyed. Then I would make a game of it. I would take a few of them and teach them and as he uses them to request then allow him to throw them into a box or bin of some kind.
