Train cutout. Need HELP

Hello ladies. I need help. I am really stuck with this but I want to make something similiar to this for Chase's favor bags but I suck at cutting stuff out on paper. Like real bad haahaa. I don't know anyone with a circuit so how would you suggest I make these cut outs and have them look like a pro did it. Lol.

 You could cut out shapes and piece them together - looks fairly easy.  Squares, rectangles, circles....you can use paper punches (if you have them) otherwise, I'm sure you could find something around the house to trace.  You could maybe even go to a craft store and buy the shapes (maybe foam?).

Should I use card stock? Or you think construction paper will be ok?

I have't looked for one but maybe you could use a stencil on them instead.

 I would probably use cardstock, construction paper is too thin.
