Tutu question! Help please!

So a customer ordered a newborn tutu dress. No problem, I've done many. But she wanted a very specific color. Finally found it and started making the tutu. Well I cut the tulle too short! Family members that I've asked said it doesn't look too short but it does to me. Question is how long should a tutu dress be for a newborn ? With the top and tutu bottom it's about 10-11 inches.  For the tutu bottom alone I usually make it about 7 in long...

I feel like newborn and early toddlers can get away with a shorter length. At that age its cute, not really inappropriate, for the diaper to show. I would say you could get away with 9-10 inches top to bottom. I wouldn't be concerned with that on an infant. That's just IMO though...

For newborn- 6 mos sizes, I always used 5-6 inches(about 12 inches doubled over). For up to size 2t, I did 8-9 inches and that was more than plenty. I will post photos

After taking the picture it doesn't look as short ( and would you believe THIS is the "powder puff pink" the customer drove me crazy over? lol)
