I haven't watched the video yet but just thought I would answer. Culottes are basically split skirts. We are a family that wears all skirts/dresses.  The girls have culottes to wear for when they ride bikes or something else that may require it.

I used to wear those at work sometimes about 4 years ago. I detest skirts and dresses, lol, but needed a change from pants. We called them something else though, I cannot remember what, but I know it was not a culotte.

Ok, I totally knew what it was and how to say it once bren described it... remember wearing them in the 90's! We said cool-otts... I suppose now I know how to spell it properly!
