Would he be considered to be in the school system?

My 3 year old needs speech. If he gets it through Child Search, would he be identified as part of the school system? Weird question, but I'm wondering if there would be an issue when I hs him.

I live in Cali & used to teach - they will offer you services if he qualifies. That may just be speech 1-2 times a week or a preschool. You have a right to deny and work with them for what you want.

At kinder time, there should be a transition meeting as well as the annual IEP. At that time, you just fill out a form saying you are homeschooling/or are a private school, etc....the district may or may not offer services (& again, you will have to work with them to find a solution - my district used to do 'bring your child to us for services & the parent would bring the child to a public school for the services, or they could get a few visits per trimester at their home instead)
