New and need advice

Ok, this is not your traditional homeschool mom.  I'm not even her mom.  I am a math tutor but I have an out of state friend whose daughter (24) has learning disabilities and cannot complete even the simplest of math.  Addition and subtraction are not something she understands.

I was hoping you ladies knew of a free (or almost free) website where I can put together learning assignments and instructions.  Any ideas?

From the situation you describe, I would think that a website isn't going to be her best bet.  I would think she needs real life, hands on experiences.  I would be leaning toward books like bedtime math, or curriculum like Math Lessons for living education, or Life of Fred.  As a math tutor, you know that math can be an abstract concept.  She is going to need to relate math to life experiences.

I agree with Angela4boys...she will probably need hands on. BUT, maybe that's actually what you meant?  Are you looking for learning assignments to give to the mom to help her teach?  

If that's the case, than this might be what you're looking for (it's British...but math is math!)...

Try khanacademy amd abcya. Abcya is fun and she'll learn without knowing it.

I am understanding that you want to make a sort of lesson plan for the mom to use to teach her daughter? If so here are some sites that you can check out that might be what you are looking for:
