I think it is considerate when the prosecutor's office consults them as to their wishes.

Yes they should at least be consulted with when the decision is being made.

I think they should be able to speak regarding their family member, tell how they feel about the situation. I don't believe it should sway a decision on what type of punishment will be given tho.

Hard to answer of course you'd say yes if you were associated with the victim.

But what if you were associated with the killer?

So very hard question to answer.
