If she has hair in the armpit let her shave it, she will get very self conscious about it, there's no reason to not let shave it. Who wants to have hair under the arms, your thinking too much about this, let her shave it.
If she already has hair, I'd let her shave it. My DD began puberty at 7 and is now 9, She's been shaving her legs and armpits for about 6 months now.
I'd let her shave. I started shaving at about that age.
My daughter was 12 when I allowed her to shave.

I never "let" or "allowed" my child to start shaving. She decided when she was ready and came to me. I don't believe in regulating or controling how/when my child controls her body hair.
