undocumented fathers?

Father's where paternity is not established and there is no CO who do you say whose fault that is? mom or dad's? Also do you think when there is no paternity or CO the father should have a say in the child's life or be able to help with decision making? Why or why not?

In my son's case it was his fathers. He lied and said he didn't have his id when it came time to sign at the hospital. Pulled it out on the way home.
Then when I took him for child support he was ordered to sign the bc. It took them threatening him with contempt for him to sign it.
I didn't realize he ever did until 2 years after he died when I had to pick up a copy of my sons bc because it got lost when we moved and saw it on there.
And no, he didn't have any say in my child's life what so ever. He didn't know him well enough to make judgments about what was best for him.
He never bothered to get any visitation established so he didn't have any legal rights anyway.
