If two parents have no court order in place should the ncp still have visits with their child and get to see them without a court order in place?

Yes. Provided that parent is mature and safe, etc.

Personally I wouldn't unless there is a CO.

so if it took 3 years for a CO you wouldnt allow your child to visit with his children?

If both parties agree to it why not? In the end it's what is best for the child NOT the parents that matters! If the CP is not agreeing to visitation then the NCP needs to get a CO in place ASAP.

If there was no co in place I would offer supervised until there was a co.

my kids are with me one week and with my ex one week.  we are both custodial parents as we have never gone to any court for our children and never plan on it.

thats basically the CP call... if the NCP isnt abusive or into something illegal maybe set it up with a trusted family member to supervise if your concerned... sometimes if the parents are civil its just a matter of lettin the child go like every 2 weeks... most court orders are bi weekly visits and split holidays and split summer vacations...
