i don't ask it. lOl I look in a mirror myself and ee if i like it ot not. 

If someone asks me, i'd tell them whether or not I think it looks flattering on them or suggest something else.

Not sure about "proper" but I always go with the assumption that when someone asks me a question, knowing I'm honest sometimes bluntly so, that they want an honest answer. So if it makes them look fat I'll tell them so.
