Do you believe that the person who caused the divorce should be penalized when it comes to deciding visitation and custody?

Regardless of what "penalized "means i say no. Custody/visitation should be decided on whats best for the children.

sorta. I still think kids need both parents. But still, the person who was faithful and there for the kids shouldnt lose time with their kids cause their so is a whore.

however... I do have trust the courts to be fair and do whats best for the kids.

No,  You must always do what is best for the child.  Every decision should be made with the childs safety, well-being, and need to love both parents in mind.

Unless there was abuse, neither parent should be penalized. Why make the children lose out on a relationship with a parent because of something that happened between the adults?

If there were a way to fine the unfaithful one for breach of contract and there were incontrovertible proof..... Yes monetary fine.

Regarding the kids and cs....no.

No.  I think visitation and custody should be based solely on the child's best interest.
