Why does my DH have to pay back her welfare???

Plus the huzzy is still collecting it plus her support

Not how it worked with us. DF Got hit hard with this crap. And bm sat her butt in a big pot of hot water when we proved fraud

this is not  always true. Hubby ex been on welefare for years.and he pays child support. When he lost his job, no cs was going in. But when we filed taxes she got a lump sum. The cs is for the kid. She gets her cs. In fact when he lost his job she had SD call over here to complain that mommy could not afford her expensive brass bed.

Because when a mother goes on cash support when there is no child support, the state takes its money first...The state supported them, so they feel they should get paid back before anything goes to his arrears...

You have to have REALLY LOW to NO income in order to get cash assistance. That means CS wasn't being paid at some point. That's how it is here in GA anyway.
