Only time helps them grow back. Avoid any plucking until they seem fully grown in.
In the meantime, there are ways to help fix it. Avoid using pencils to draw new ones on. Instead, find a powder like an eye shadow that closely matches your hair color, or maybe a shade darker if your brows tended to be darker than your hair. Use a small brush and brush the powder into the remaining brow hairs. This helps flesh them out without giving you the thick fake drawn on look.
