Only time helps them grow back.  Avoid any plucking until they seem fully grown in. 

In the meantime, there are ways to help fix it.  Avoid using pencils to draw new ones on.  Instead, find a powder like an eye shadow that closely matches your hair color, or maybe a shade darker if your brows tended to be darker than your hair.  Use a small brush and brush the powder into the remaining brow hairs.  This helps flesh them out without giving you the thick fake drawn on look.

i heard that you can brush them up and put olive oil to make them grow faster. im not sure if it works cause i got tired of doing it for two days lol btw i saw it on the internet a long time ago cause i too have overplucked eyebrows

I have practically no eyebrows thanks to the "Chola" look & have to draw them on everyday. Getting mine tattooed on soon.
